We booked the inspector on the day we finished second fix and then waited 12 days for a slot - the final invoice was held up the entire time even though the job was physically complete.
Our electrician tested everything on the last day and found a continuity problem on a circuit that had already been plastered over - we had to cut into the wall and it cost us most of the final invoice payment in rework.
The client asked for the EIC three weeks after we finished and we couldn't find the test records - we had to chase the inspector to get them resent before we could issue the certificate and unlock the final payment.
Who can sign an Electrical Installation Certificate?
The EIC requires three declarations: the designer, the installer, and the person responsible for inspection and testing. On straightforward jobs where one qualified electrician has carried out all three functions, one person can sign in all three capacities. On larger commercial installations, best practice separates the installer and inspector roles so testing is independent - this also satisfies requirements of schemes like NICEIC and NAPIT for certain work categories.
What happens if defects are found during testing?
C1 findings - danger present - must be rectified before the installation is energized, with no exceptions. C2 findings - potentially dangerous - must be resolved before the EIC is issued and the installation handed over. Minor observations may be noted on the certificate with a recommendation for future remedial action. The final invoice should not be raised until all C1 and C2 items are resolved and the signed EIC has been delivered to the client.
When should the inspector be booked on a commercial electrical project?
At second fix mobilization - not on the day second fix is complete. An independent inspector typically has a booking lead time of 5 to 14 working days on commercial projects. Booking late means the final invoice waits while the site is already finished and the installation team has moved on. Early booking keeps the inspection date visible to the whole project team and makes it a target the second fix timeline is planned around.
