The starting point for every passive fire protection package is the fire strategy report - the document, typically produced by a fire engineer or building control-approved inspector, that defines how the building is divided into fire-resisting compartments. Every penetration through a compartment wall or floor, every cavity that crosses a compartment boundary, and every fire door opening must be treated. Before any take-off is possible, the sub-contractor needs to review those drawings and walk the site to understand the gap between the fire strategy as designed and what is actually being built.
On most commercial projects, this gap is significant. Architects draw a general arrangement. M&E contractors add cable trays, pipe runs, and duct penetrations as installation proceeds. Ordering late means either holding up the programme or leaving compartment openings unprotected while other trades finish and hand over the floor. Both outcomes are expensive for someone. On fast-track commercial fit-out projects, arguments about who opened the penetrations and who should have closed them are common.

Multi-floor commercial projects require zone-by-zone sequencing rather than a floor-by-floor approach. For all buildings, specifiers and principal contractors increasingly demand the same standard of documentation as a commercial requirement, even where the regulation does not strictly compel it.
In practice, this means every passive fire protection element must be photographed before and after installation, assigned a unique reference, and recorded in an installation report that links the element reference to the tested system used, the product and batch number, and the operative who completed the work. That installation report forms the basis of the O&M manual handed over at practical completion. It is also the document the FIRAS inspector reviews in a site surveillance audit.
FIRAS member companies are required to register all contracts on the FIRAS Maintenance Suite and to log the contracts currently in hand. That logging requirement is not purely administrative: inspectors use it to select projects for unannounced site visits. A company that maintains good installation records as a matter of course - not just to prepare for an audit - will pass inspection without disruption to the programme. A company that treats record-keeping as a post-job exercise will spend hours reconstructing documentation from photographs and memory under audit pressure.
The O&M pack at project completion should be structured so that a building owner or future contractor can locate and verify any specific penetration seal. A single PDF of installation photographs in date order is not that document. The pack needs to be indexed by zone and floor, with each element reference linked to the tested system evidence. Producing that document from a well-maintained site register takes hours. Producing it retrospectively from unstructured photographs and site notes takes days - at a time when the contractor is already under pressure to close out the project and move on.
Stage Invoicing and Variation Control
Passive fire protection contracts are typically invoiced in two or three stages: a mobilisation payment at contract award, a progress payment at a defined programme milestone (often when structural fire protection and penetration sealing are substantially complete), and a final payment at completion of the O&M documentation. On larger projects, a fourth stage linked to fire door installation is common.
The tension in stage invoicing for passive fire protection is between the principal contractor's desire to hold the final payment until the complete O&M pack is handed over, and the sub-contractor's need to recover costs before the documentation work is done. O&M pack production is labour-intensive. Variation order discipline is equally important.
