In practice it is a custom-engineered project that runs inside a live building, usually around a business that cannot stop trading while the work happens. Margin leaks at three specific points: the quote, because items are missed or under-priced against an incomplete load spec; procurement, because steel lead times are not built into the programme; and handover, because the Building Regulations completion certificate is waited for passively rather than chased. This guide covers the full process from initial enquiry to final account, with practical steps for mezzanine floor contractors who want to quote accurately, run the project to programme, and collect payment on time.
What to Capture at the Site Survey
The site survey is the foundation of an accurate quote. Four things change your materials specification and price more than anything else, and all four need to be confirmed in writing before any structural calculations begin.
What the floor will carry. Intended use determines load capacity. An office mezzanine is typically designed to around 300-350 kg per square metre; light storage to around 480 kg/m²; medium storage to 500-720 kg/m²; heavy pallet storage or industrial use to 720 kg/m² and above. Get the client to commit to a specific use - not "storage" but "four rows of double-sided pallet racking, two pallets deep, filled with boxed goods" - because the load rating drives beam sizes and column spacing throughout the structure. A quote built on the wrong load assumption will either be uncompetitive or unprofitable.
Clear height and column positions. Measure eaves height and the minimum clear height the client needs both above and below the mezzanine. Note all obstructions: existing columns, drainage runs, sprinkler mains, roof trusses, and any conveyors or fixed plant. Then agree with the client whether column positions can be set pragmatically - shorter spans, more columns, lower cost - or whether clear spans beneath the mezzanine are essential for racking runs or forklift movement. Access requirements. Every mezzanine needs at least one staircase. Depending on the floor size, use, and the number of people who will access it, Building Regulations may require more than one means of escape. At survey, establish whether the client needs pallet gates for forklift loading, a goods lift for moving stock without a forklift, or a passenger lift for step-free access. These are not optional extras to add later. An industrial staircase costs in the range of £2,000 to £5,000; a goods lift is a significant additional line. Ground floor slab condition. The mezzanine columns transfer the entire imposed load into the existing slab. Photograph the slab in the areas where columns will stand, note its approximate age, and record any visible cracking or evidence of previous remedial work. Comparing supply-only prices
A supply-only kit for a mezzanine typically covers the steel frame, decking, and drawings - not installation, staircases, edge protection, or compliance. The installed price is the only comparable figure. If you are being benchmarked against a kit price, explain in writing that the comparison is not like-for-like.
Building Regulations: Timing and Who Manages It
Building Regulations approval is legally required for virtually all commercial mezzanine floor installations in England and Wales. Treat it as mandatory regardless of floor size. The approval must be in place before installation begins - not retrospectively. Submitting after work has started is not a shortcut; it exposes both contractor and client to enforcement action.
The application goes to a Building Control Body (BCB) - either the local authority or a Registered Building Control Approver, which is a private inspector. The submission should include structural drawings, load calculations, fire strategy, and details of the floor's intended use. Approval typically takes five weeks, though this can extend to two months if agreed in advance.
Fire protection requirements apply where the mezzanine is regularly occupied by three or more people, exceeds 20 metres in length, or covers more than 50 percent of the ground floor area. Fire protection in practice means fire-rated boarding to the underside of the floor structure, fire-rated casings to the steel columns, and changes to fire detection and alarm systems to cover the new level. If the client prefers to manage it themselves, they carry responsibility for ensuring approval is in hand before installation begins - and any programme delay caused by late approval is their risk to manage, not yours.
Steel Procurement and Installation Scheduling
Structural steel and mezzanine deck components carry a typical fabrication lead time of four to six weeks from order to delivery. Building Regulations approval takes five weeks. The standard mistake is to wait for approval before placing the procurement order - on the grounds that it would be wasteful to fabricate steel that might need amending. In practice, amendments at approval stage are almost always minor and a good fabricator can accommodate them. The cost of the delay if you wait is certain and measurable; the risk of ordering before approval is very low.
The practical approach is to submit the Building Regulations application and raise the procurement order on the same day, both based on the same structural drawings. Put delivery dates from each supplier into the project programme, and share the programme with the client. A mezzanine installation runs in a fixed sequence: steel structure first, then decking, then staircases and edge protection, then fire protection and any fitting-out work. If the staircase delivery slips two weeks, the handover slips two weeks with it, and so does the completion certificate.
Raise a purchase order against each supplier - steel fabricator, decking supplier, staircase, edge protection components, and any access or lifting equipment. Confirm delivery dates in writing in each order and record them in the programme. This gives you a documented basis to recover additional costs if a supplier delay forces abortive site visits or extended plant hire.
Programme discipline
Keep a single one-page programme showing the Building Regulations submission date, expected approval date, each supplier's confirmed delivery date, installation start, and final inspection date. Share it with the client at contract stage and update it monthly. It sets expectations before the project starts and gives you a clear record if the programme changes for reasons outside your control.
Managing Variations During the Project
Mezzanine floor projects attract scope changes. Clients who agreed a bare storage mezzanine at the start regularly add pallet gates, goods lifts, partition walls, racking supply, fire alarm upgrades, and additional staircases as the project progresses. Some of these additions change the structural design - potentially requiring a re-submission to Building Control. All of them create a billing gap if they are handled informally.
The standard pattern is: a client asks for a pallet gate by phone while the installation team is on site. The team installs it because it is a small job and the relationship is good. No one raises a variation order. At final account, the gate is either not invoiced at all or disputed because the client does not remember agreeing to it verbally.
The fix is a written change order before any extra work starts, regardless of value. The change order records what is being added, the additional cost, whether the change affects the Building Regulations submission, and the effect on the installation programme. A signed variation order is the only reliable way to convert a verbal instruction into a billable line.
Handover, Completion Certificate, and the Final Invoice
The floor is not finished when the last bolt is tightened. There are four things the client needs before the mezzanine is legally theirs to use at full capacity, and the final invoice should not go out until all four are in hand.
- Carry out a documented handover inspection before calling for the Building Control visit. Check all structural connections, bracing, decking, staircases, guardrails, pallet gates, fire-rated column casings, and underside fire protection. Snag and resolve any issues before the inspector arrives.
- Contact the BCB to schedule the final inspection. Do not assume this happens automatically once the work is complete. Chase the Building Control Body directly, confirm a date, and put it in the programme. Passive waiting can add weeks on busy BCB schedules.
- Compile the handover pack. It should include the structural calculations and drawings, the Building Control completion certificate once issued, permanent load rating signage for the structure (the safe working load must be clearly and permanently displayed on the mezzanine - this is a legal requirement), and any test certificates for fire protection works or lifting equipment installed as part of the contract.
- Get the client's written sign-off on project completion, confirming that the work is accepted and the handover pack has been received.
- Issue the final invoice. The Building Control completion certificate is your formal trigger. Do not issue before the certificate is in hand - a client who disputes completion can use the absence of the certificate to delay payment, and they would not be unreasonable to do so.
Load rating signage
The safe working load must be clearly and permanently displayed on the structure. This is a legal requirement. Missing it at handover is not a minor omission - it is a compliance failure that the client's insurer or a future building inspector will identify.
The contractors who collect payment on time on mezzanine projects are the ones who track the completion certificate as a live project milestone - the same way they track steel delivery.
