Taking the Brief and Conducting the Site Survey

Every commercial refrigeration quote starts with information the client usually doesn't think to give you. They know they need a cold room; they rarely know the structural loading capacity of the floor, the external condenser position, or the ambient temperature of the plant room in summer. Getting those details before you quote is what separates an accurate price from an educated guess.

When taking the initial brief, establish the intended use first. A chiller room storing fruit and vegetables operates between +1°C and +8°C. A blast chiller or freezer room storing frozen goods operates at -18°C or below. That difference alone changes panel thickness, refrigerant plant capacity, door specification, and - for freezer rooms - whether a heated floor is required. A freezer room installed without a floor heating element will develop frost heave under the slab, lifting the floor and cracking panels. That is a defect that materializes months after handover.

The site survey should confirm:

  1. Measure the installation space precisely - internal dimensions, ceiling height, and any structural columns or beams that will affect panel runs.
  2. Assess the floor structure - confirm load-bearing capacity, the condition of the existing slab, and whether it is level. Cold room panels are installed on a pre-laid rail system, and an unlevel floor creates gaps in the panel join that compromise insulation.
  3. Identify the condenser position - the condensing unit needs to discharge heat outside or into a ventilated plant area. Note cable run distance from the condensing unit to the panel-mounted evaporator, and from the electrical supply to the condensing unit.

A commercial cold room installation quote has more line items than most contractors show their clients. Showing them is not a weakness - it is what allows you to defend price and manage variations.

Panels and frame. Insulated panels are the structural shell of the cold room. Panel thickness is set by temperature: 60-80mm panels are standard for chiller rooms; 100-120mm panels are standard for freezer rooms. Quote panel supply and panel build as separate line items so that a client-requested specification change - say, upgrading from 80mm to 100mm panels because they have decided to operate at -5°C rather than +4°C - has a clear cost attached.

Refrigeration plant. This includes the condensing unit, evaporator coil, expansion valve, refrigerant pipework and fittings, insulation on pipework, and the refrigerant charge. For smaller self-contained systems the condensing unit and evaporator may be supplied as a matched pair; for larger projects they are specified and priced separately. Always state the refrigerant type in the quote - R-448A and R-449A are common low-GWP alternatives that may carry different refrigerant costs than the legacy R-404A systems they replace.

Electrical. Quote the electrical connection to the condensing unit, the controller wiring, and any alarm or monitoring connections as a distinct section. If you are also responsible for the sub-distribution board feed or the consumer unit connection, price that separately. If the client's electrician is responsible, say so in writing - this is a common source of dispute at practical completion.

Doors and hardware. A hinged door costs less than a sliding door. A door with an anti-sweat heater on the frame and a cam-lock handle costs more than a plain cold room door. For freezer rooms, self-closing hinged doors with magnetic heaters on the frame are standard. Quote the specified door and note what has been included so that an upgrade request has a visible starting point.

Flooring. Chiller rooms typically sit on the existing floor with a galvanized steel or non-slip chequer plate floor panel. Freezer rooms require a heated floor panel - a low-wattage heating element bonded to the underside of the floor panel prevents frost heave in the slab. This is often omitted in quotes when a client describes a job as a "cold room" without specifying temperature. It is a significant cost line once the job is underway.

Alarms and monitoring. Temperature monitoring with a digital readout and high/low temperature alarm is standard for food business compliance. Quote this as a standalone line. F-Gas record gaps

Every refrigerant charge must be logged in an F-Gas record at the point of installation. The charge weight, refrigerant type, and engineer's category certificate number must all be recorded. An undocumented refrigerant charge creates a compliance problem for both contractor and client.

Managing the Installation

A typical cold room installation runs in three overlapping phases: panel build, refrigerant system installation, and electrical connection. The sequence matters, because each phase can expose conditions that affect the next.

Panel build. Panels arrive on site pre-cut to the dimensions drawn from the survey. The floor rail system is laid and levelled first, then wall and ceiling panels are locked together using the cam-lock joining system factory-fitted to the panel edges. This is not a slow phase on most jobs - a modular chiller room of around 10m² can be panelled in one day by two engineers. A bespoke freezer room with a heated floor panel, curved panels, or non-standard door positioning takes longer.

Confirm panel delivery lead times when you take the order. A standard modular system typically carries a lead time of two to three weeks from a UK manufacturer; bespoke cut-to-size panels run four to six weeks. Missing the agreed installation date because panels are on a longer lead time than quoted is a preventable margin leak.

Refrigerant system. Once the panel shell is complete, the evaporator is fixed to the ceiling panel and the refrigerant pipework is run between the evaporator and the condensing unit. Pipework is brazed under nitrogen purge - a requirement under F-Gas regulations to prevent oxidation inside the copper. After brazing, the system is pressure tested with dry nitrogen and then evacuated with a vacuum pump to remove moisture before the refrigerant charge is introduced.

Engineers carrying out this work must hold a personal F-Gas Category I-IV certificate (City and Guilds 2079 or equivalent), and the company must hold certification from an approved body such as REFCOM, Bureau Veritas, or Quidos. Subcontracting refrigerant work to an uncertified engineer - even for a small charge on a small system - exposes the main contractor to legal liability and voids any equipment warranty.

Electrical connection. The condensing unit requires a dedicated electrical feed with an isolator within sight of the unit. The controller, alarms, and any door heater circuits are wired from the condensing unit. If a remote monitoring system is included, the GSM module or network connection point is installed at this stage. Ensure the electrical scope is agreed in writing before installation starts - if the client's electrician is providing the feed, that needs to be confirmed and on-programme before your engineers are on site waiting.

Installation timeline

Modular chiller rooms up to 20m² typically install in two to three days including panel build, refrigerant system, and electrical connection. Larger bespoke freezer rooms with heated floors, multiple doors, and remote monitoring run five to seven days on site. Commissioning, Compliance, and Handover

Commissioning is where a cold room installation is proven to work - and where many contractors underinvest time, creating defect liability they carry for months after.

Pull-down test. Start with the room at ambient temperature, switch on the refrigeration plant, and log the temperature at regular intervals until the room reaches and stabilizes at the target temperature. For a chiller room targeting +4°C in a typical ambient environment, pull-down should be complete within two to four hours. For a freezer room targeting -18°C, allow twelve to twenty-four hours for the initial pull-down, particularly if there is a heated floor element that needs to reach equilibrium.

Leak test post-charge. After the refrigerant charge is introduced, the system must be leak tested with an electronic leak detector. Any leaks must be repaired and re-tested before leaving site. Log the test result in the F-Gas record.

Client handover. The handover pack for a commercial cold room installation should include: the commissioning record showing pull-down data and confirmed operating temperatures; the F-Gas charge record; panel specification sheets including insulation value and panel thickness; refrigerant plant data sheets and warranty documents; controller settings and wiring schematic; door hardware schedule; and the alarm and monitoring setup confirmation. For food businesses, the temperature log - either a paper chart or the digital output from the monitoring system - is a food safety requirement from day one of operation. A client who understands how to operate and monitor their cold room is less likely to call you out for a problem that is operational rather than technical.

Managing Variations and Protecting Margin

Cold room projects generate variations in predictable places. Knowing where they come from lets you write a scope that converts them into paid instructions rather than absorbed costs.

Temperature changes. A client who specified a chiller room and then decides they want to also store frozen goods has changed the specification fundamentally - different panels, different plant, different floor, different door. If the job has not started, this is a re-quote. If panels are already on order, it is a variation with costs attached: restocking or cancellation charges on the wrong panels, re-specification of plant, possible delay to installation. Your quote should state that the temperature specification is a fixed parameter and that changes will be instructed and priced as variation orders.

Added openings. A pass-through hatch between the cold room and an adjacent preparation area, or a second door that was not in the original brief, requires additional panels, modified framing, and a second door unit. Price it as a separate instruction.

Drainage re-routes. If the survey shows a drain in a usable position but the final installation exposes a problem - a gulley that is blocked, a drain that is at the wrong level, or a fall that runs the wrong way - the condensate drainage solution changes. On a tiled kitchen floor, re-routing condensate can involve cutting channels. This is not normally in scope for a refrigeration contractor; identify who is responsible in the quote before it becomes your problem on site.

Condenser repositioning. If the agreed condenser position proves inaccessible - for example, if another trade has installed equipment in the way - re-routing refrigerant pipework adds material and labour cost. Log this as a site instruction and price it before the work proceeds.

Variation documentation

Issue a written variation instruction with a cost and a lead time impact before any out-of-scope work starts. A variation agreed verbally on site and never formalized is a variation you will struggle to invoice.

Closing the Job

A cold room installation closes when the client has confirmed the room is operating at the specified temperature, the handover pack is signed, and any snagging items are resolved. Retain copies of the F-Gas charge record and commissioning report - these are your evidence if a warranty or regulatory question arises.
