Construction - Managing Practical Completion

8 steps. Walkthrough to certified handover.

Step by step
1
Pre-PC Walkthrough and Snagging ListJobs

Walk the project with the client or contract administrator 1-2 weeks before the PC target date. Classify every outstanding item as PC-blocking or post-PC snagging, and share the documented list in writing.

2
Resolve Blocking ItemsWorks Orders

Clear every PC-blocking item from the walkthrough list. Capture completion evidence - photos, test results, sign-offs - against each item so the record shows the works are ready for certification.

3
Submit the PC NotificationeForms App

Notify the client or contract administrator in writing that the works are ready for practical completion, following the contract's notice requirements (JCT or NEC). Keep the dated notice on the job record.

4
Log the PC CertificateJobs

On receipt of the signed PC certificate, record the certificate date on the job record. This date starts the defects liability period and triggers the first retention release.

5
Compile and Issue the Handover PackProject Tracking

Compile the handover documentation pack - O&M manuals, as-built drawings, product warranties, and test certificates - and issue it with a dated transmittal. Get written confirmation of receipt from the client.

6
Raise the First Retention Release InvoiceInvoices

Raise the 50% retention release invoice the same day the PC certificate is received, referencing the certificate date on the invoice. Sync to accounting so the receivable is visible immediately.

7
Log the DLP Start and End DatesProject Tracking

Record the DLP start date, the end date calculated from the contract period, and the remaining retention balance in the job record. Set an advance reminder 4-6 weeks before the DLP expires.

8
Hand Off to DLP ManagementJobs

Certification closes the construction phase, not the contract. Defect notifications, repair visits, and the final retention release are managed in the Construction - Managing a Defects Liability Period workflow - pick it up the day the PC certificate lands.

What this workflow solves

PC-blocking items and cosmetic snags end up on one list, so certification gets delayed by items that were never grounds to withhold it.

The PC certificate arrives but no one raises the retention release invoice, so thousands in retention sits uncollected for months.

Handover packs get assembled in a rush after certification, and missing warranties or test certificates hold up client sign-off and payment.
